An elected Board of Trustees, including one elected chair, administers improvement districts. Each trustee is elected for a three-year term by the eligible landowners of the improvement district.
To be eligible to vote or be elected as a trustee, the individual must be eighteen years of age, a Canadian citizen, an owner of land in the improvement district and a BC resident for the previous six months.
The powers executed by the board of trustees include the ability to enact and enforce its regulations and charges, to assess and collect taxes, to acquire, hold and dispose of lands, to borrow money and to expropriate lands required to carry out it’s functions. These powers are executed through the passage of resolutions and bylaws.
Improvement districts are independent public corporations, however, they are subject to the supervision of the Ministry of Municipal Affairs & Housing Authority & Responsible for TransLink. The Ministry approves bylaws adopted by the trustees and reviews and files all audited financial statements, AGM Minutes and Budgets.
